Maximizing Applications Issue

For some reason I cannot get any application to maximize "full screen". When it is maximized it won't cover the top inch of the screen. I still see the background in that inch. After rebooting I still cannot get anything to maximize fully.

This is causing a problem because I cannot get to my bottom horizontal scroll bar in Excel, Word, etc..

Please help!
