In some cases, there is only a partial solution available to the author, and so, the author of the thread chooses to keep the thread "unsolved" hoping for more definitive input.
Ergo, not all cases are forgotten by the author upon solution or when no solution exists.
Enforcing marking as solved should only be an author chosen option - I agree with John that it is totally futile to even "try" to enforce such a thing. At times I have written back in the thread and asked the author what the solution was after they solved the problem in a totally different way - mostly be re-installing the OS (as in Windows), or buying a new hard drive rather than actually solving the original problem.
Futile is as futile does!
