Make notes, text, markings, etc. on pdf's?

I've only used Adobe Acrobat to create/open .pdf's. I'd like to be able to make notes here and there, symbols, markings, etc. What's the best app/program to do this? Free would be nice :).......but if it's worth it of course I'd pay for something.

Just as an example, I'm perusing maps, and I'd like to be able to delineate/highlight certain areas, make a note here and there, sort of thing.

I don't have Photoshop, definitely don't have I need for something that capable or expensive. I was just messing around with Paint right now, and I think maybe something like that would be a compromise of sorts. I'd really like to have the ability to open any photo and mark it up as I wish. Really simple, nothing high level that I would show anybody.

I assume the free Gimp will also work. It's also an advanced photo editor.
You Mentioned that you wanted to "delineate/highlight certain areas", I think you need a Really good editor to draw anywhere on a pdf.
Also Phototshop Elements is a one time purchase ... and has about 99% of the photo editing tools found in its big brother

I have Adobe Reader. I do not see the Add sticky note in either Reader nor Acrobat.

Adobe Acrobat has a Comment and Stamp feature. I would assume the Stamp feature can make markings. Otherwise the Text box option with changes to fonts/colours would be the only other way. You can also use ALT codes for specific symbols. Or Character Map

Worse case, save it as a word document and add what you need there, then save it as a PDF.

Here is what is in Adobe Reader help:
What commenting tools are available in Acrobat Reader DC

Reader makes it easy to annotate PDF documents. With Reader on your desktop, you can: annotate PDFs using sticky notes; type text directly onto the page; highlight, underline, or use strikethrough tools; and draw on the screen with the freehand drawing tool. The same commenting tools are also available in Acrobat Reader for mobile.
What it doesn't say is that you can only add a sticky note to a pdf document if the properties allow that.

I found a PDF document that allows notes to be added. Here is how I added a note:

1. Open PDF document
2. Right-click on document page
3. Select Add sticky note

If you have Word 2013 or newer you can open a PDF file and edit it. When finished you can:
1.Save the document as a Word document
2. Export the document as a new PDF document
Note the new PDF document may differ from the original PDF document

Here is the same PDF as the last post but is opened with Word 2019.
A text box was inserted on the page and a text typed into it
The modified document was saved as a Word document and exported as a new PDF document

After the modified PDF file was exported by Word it was opened again with Adobe Reader DC.
Note the note that was added.

Note the Add Stick note only shows when you right-click if the creator of PDF document set the properties to allow that. Otherwise, the Add Stick note is not there.

I use Foxit PhantomPDF to edit PDF files.

I use Adobe Photoshop Elements to edit images. Note, the EULA allows you install this program on both one desktop and one laptop.
