Lines flash across screen when video starts

When I play a video from a web browser lines flash across my screen for a moment. Only when playing video from a browser. This just started after a recent fresh format of my system, licensed copy of everything. It stops happening if I use AMD's screen recorder so I had to take video with my phone. Games play fine, everything works fine. It happens in chrome, brave and edge. It does not happen when in full screen only while windowed. I have completely removed drivers and re installed them.

32GIGS of ram

Have you tried Firefox? Chrome, Brave and Edge are all Chromium based, they share the same display engine.

DUDE!! It doesn't happen in Firefox! Amazing. Ok so we've identified an issue, any thoughts on a fix?

For a fix, you will have to submit a bug report to Chromium. The Chromium engine powers a lot of browsers. Tell them it only happens to them and not firefox, and they will hop on the issue.
