Limiting use of internet

We are three computers connected to a local area network, and I now wonder if there is a program that limits the amount of bandwidth (I think thats what it is called) every computer can use. Basically I want to limit so that for example the main computer can use 50% of the internet connection while the other two split on the remaining 50%.

Flow metering is possible in devices like full network routers, and when using some proxy software. The inexpensive home routers (gateways) aren't normally equipped for this. I assume its a workgroup? With a multi-homed server with proxy and/or routing services its possible, but for just 3 hosts? What's the budget, and the current routing solution?
