The $20 version of kazaa has nothing to do with legality. Supposedly, its for buying a spyware-free version of the software. No matter what software you buy, its still illegal to pirate music, movies, and games. Sorry.

A song costs about $1 at most of these stores, and each one has different rules for burning CDs, copying to MP3 players and such. Check each store's website, they should have an FAQ on it.
