LED indicator keeps blinking and system does not start

LED indicators on the side with power symbol(refer image) keeps on blinking and the system does not start when started from sleep mode. What's the reason and what that LED blinking means?

You appear to have a HP 15-ac047tu Notebook PC which originally came with Windows 8.1 64-bit.
Is that correct?

If you completely shut down that notebook, then wait 30 - 60 seconds, then press the power button, does it start up okay?

Also looking at the build #, I see this is 1709.

Support for that ended in April 2019. I suspect you haven't received patches for the last 7 months of this year.

You are going to have to install 1809 or newer.
