Laptop Goes Off After Few Seconds

Hello,
My compaq laptop goes of after few seconds from starts.

It doesn't even start when I'm only using the battery but when I use both the charger and the battery it start up normally but goes off after few seconds. The low battery light is blinking when i start it.
When i remove the battery and start it with the charger connected it won't even boot but it's signaling low battery.

When the laptop is off and connected to the AC the charing light is on but the battery won't charge to full (Green light)

I tried changing the AC charger and the battery but it didn't fixed it.
Please someone may help?

What's the model name and complete model number of that Compaq laptop?
What's the exact serial number and product number on it?
What Windows version(XP, Vista, 7, 8, 8.1, 10) and bit number(32, 64) is it running?

HP Compaq 6710b It has no OS installed and I can't even install one because it will shutdown before I even start.
It's a Dual core
The HP Compaq 6710b Notebook PC is several years old and came with one of these operating systems:
Windows XP Professional 32-bit
Windows Vista Home Basic 32-bit
Windows Vista Business 32-bit

Why does yours not have a Windows operating system installed?

Does yours still have its original hard drive?

I installed a new hard drive thinking the old was the probem
So the PC has a new hard drive
How long ago did you install a new hard drive in that notebook?
That new hard drive has never had an operating system installed in it?

I'm not sure if the issue is with the hard drive or if the issue is with the battery and/or power adapter.
You may need to have a reliable technician look at that notebook.
If you decide to do that, make sure to bring both batteries and power adapters.

The Hard Drive Had Windows 7 32(bits) but now it has been formatted and it's Empty
If that hard drive already contained Windows 7 32-bit when it was installed in that notebook, it wouldn't start up or work properly.

Was that hard drive formatted while it was installed in that notebook?
