By virtue of the fact it's working in Safe Mode, this leads me to think it's a driver-related issue. First things first...
In order to understand better what we are dealing with here, please download and run the TSG System Information Utility on the affected PC, and then post the results back to this thread. You should be able to do this in Safe Mode w/Networking.
