Hey, im having a keyboard problem on my mac and i know its something to do with my settings because the rest of the accounts on this computer dont have this problem.

My question marks look like this É
and theirs a lot more

any help would be appreciated. Thanks

Not knowing which OS version you have, but in Tiger at least go to:
Macintosh HD > System > Library > PreferencePanes > Localization.prefPane

or

Click the blue apple top left
Enter system prefs
Go to International [top row]

I am guessing that you, or a 'friend', have somehow selected a different setting.
