Javascript Issue across all browsers

Good day,

I have an ongoing issue with my browsers(chrome & Edge) when I view all webpages. Sometimes parts of the website do not load, CSS problems?, but it seems mainly linked to Javascript errors in my browsers. I have the most noticeable issue with youtube. Every video cannot buffer fast enough even in 144p even though I have verizon fios 1GB download/upload speeds. When viewing the Developer Tools Console window, I recieve a continuous stream of GET/POST errors involving QUIC_PROTOCOL. I have tried disabling EXPERIMENTAL QUIC in the chrome://flags and it seems to help the issue with loading higher definition videos, but I still get the GET/POST errors. After days of troubleshooting to include: resetting my browser, clearing and history/cookies/cache/etc., reinstalling chrome(even an older version), clearing registry errors and corrupt files in windows OS. I am at the end of my troubleshooting knowledge and need further assistance with this issue.

QUIC is some awful experimental network transport protocol from the stupid minds at Google. It's supposed to eventually replace TCP by being "faster" . Ironically enough, it causes issues with faster internet speeds. It can be disabled in Chrome flags.

I have disabled/re-enabled it multiple times depending on what I need to accomplish on my computer. I.e.disable to watch YouTube for school/re-enable to browse other webpages. The GET/POST errors go away when I disable QUIC but I still have devtools errors with JavaScript and extremely slow load times.
