Is Java pre-installed with Windows 7 Pro?

Have searched for the 'Java Control Panel' but cannot locate.
Which is not to be found under the program folders or uninstall programs.

Have an older app (Macormedia MX - that I intend on either using compatibility mode or virtrual mode to run) that requires it.

re: http://www.java.com/en/download/help/win_controlpanel.xml

Does running it pose a security risk?

If Java is not in the "Programs And Features" list and is not in the "Control Panel" list, it's not installed in your computer.

The most current version for Windows 7 32-bit and 64-bit is Java 8 Update 5.

http://www.oracle.com/technetwork/java/javase/downloads/jre8-downloads-2133155.html

The 32-bit version (29.67 MB) is 4th from the bottom of the list.

The 64-bit version (32.55 MB) is 2nd from the bottom of the list.

Accept the license agreement, then click the download link.

Java has never been part of Windows. Some PC manufacturers may have chosen to pre-install Java but usually its up to the end user to install such optional software.

Using Macromedia product should be fine, depending on which exact Macromedia product and which version it may even run without compatibility mode or XP Mode.
