Issue with PC Bootup - Unsure of Potentially Damaged Hardwar

Graphics Card: Intel(R) UHD Graphics 630, 1024 Mb
Hard Drives: C: 222 GB (31 GB Free); D: 931 GB (444 GB Free);
Motherboard: Gigabyte Technology Co., Ltd., Z370 HD3P-CF
Antivirus: Windows Defender, Enabled and Updated
PSU: EVGA Supernova NEX 750G1
Alternate PSU: EVGA Supernova 650 G1 (this one seems to not be working)
**NOTE** I have two graphics cards available that I can use, an ASUS GTX-1060 3GB Dual- Fan and a recently purchased GIGABYTE 1660ti Windforce OG 6G. The 1060 appears to not be working properly despite being fine two weeks ago (will not power on when the PC is turned on) and the 1660ti should be working properly.
Also, I'm not NEW to building PCs but I have zero experience when it comes to software/hardware issues as I've never had any issues before.

I encountered an issue that apparently comes up once in a while where the PC fails to boot only when the GPU is plugged in. I initially thought the issue was with my PSU since the 1060 would fail to stay powered on for more than a few seconds before the fans stopped rotating and the card's LED lights would turn off (the rest of the components still powered on though!), however after about two days I decided to try another PSU which failed to even power my PC in total. Thus I decided to try removing the GPU and my PC would then run fine. Thinking I had a broken GPU I plugged in a 1660ti I bought as a replacement I ran into the same issue but this time the graphics card stays on (the fans still rotate, the card's lights do not turn off, I'm going to safely assume its still powered on and working). I consulted a friend who said I should try resetting my BIOS settings, did that and nothing happened. The same friend says try resetting the CMOS to reset my MB settings to default, trying that I discovered that nothing changes yet again. I'm really stuck and need help on what to do since so many other forums and website have a lot of recommendations and I'm not sure what to use or what to try. Any help is welcomed, wanted, and appreciated.

Am I correct in presuming, please, that this is NOT a new build only very recently completed.
When you say the 1060 worked fine - two weeks ago - was that in THIS computer

When you remove the card and the computer boots OK and loads Windows, that on your spec shows you are using the integrated graphics in the CPU, the UHD 630, but to do so, they have of course to be connected at the I/O port, so may I presume that you did so connect. I mention this only to ensure that you were actually connected, in the first instance to the actual card

Was the EVGA650 Supernova PSU a spare PSU from a previous build

How was the 1060/1660 connected and was it the same cable as connected the integrated graphics.

This is not a recent or new build you are correct on that. The 1060 did work fine in this exact pc, the EVGA650 was not from a previous build, it was just a spare on the side I had got from a friend, and the 1060/1660 were (at separate times) connected through the PCI/PCI-E slot and powered by a 6/8 pin VGA cord attached to the EVGA750 psu.

I think we should presume until you can carry out checks that the PSU from the friend is not working.
If you have a PSU tester or a multimeter then you can at least test if it is delivering voltage albeit of course not a test under load.
The power to the GPU on the 6 or 8 pin from the PSU

I am sorry for not being more exact - what I referred to was the lead connecting the graphics to the monitor
If the connection cable from either card to the monitor was NOT the same cable as connected the integrated graphics which worked OK, then try another cable.

Also there is a slight chance it is the motherboard PCIEx16 slot

Providing an M2 drive is not installed try the card in the PCIEX4 slot
