If you already have other songs or audio on your computer you can go to File > Ad File to Library to import songs. If the songs have DRM on them (Digital Rights Management, here's a link good luck figuring it out 
) then you're limited to what you can do with them.....
For file types and converting, I believe iTunes default is to convert your songs into AAC when you import them. You can change what it converts to by going to Edit > Prefrences, click on the advanced tab, and click importing.
