Installed ram vs available physical ram help?

Installed Physical Memory (RAM) 16.0 GB
Total Physical Memory 13.2 GB
Available Physical Memory 11.2 GB

Installed Physical Memory (RAM) 8.00 GB
Total Physical Memory 7.94 GB
Available Physical Memory 5.23 GB
I don't understand why I lose more ram when I install 16 GB as you can see total physical memory with an 8GB installed the difference is .6 GB but when I installed two 8s the difference is 2.8 GB and then on both the available memory seems very high. I'm just wondering if this is normal and if it's not normal what could be eating all this ram? I also booted each of my 4 8gb in both slots and moved them around to rule out the ram slot and to see if any of my sticks were faulty and I got the same results as I've shown. I also confirmed if my motherboard could handle 16gb and that also checked out. I can't find a reason for this so now I'm here to ask others if they can give me some feedback on this.I've also added the 3 system information print outs.
I also installed an 8 and 4 to get 12gb the results are this.

Total Physical Memory 11.9 GB
Available Physical Memory 9.74 GB

Your ASUS H81M-E motherboard has 2 DIMM slots and does support 16 GB(8 GB X 2) of DDR3 RAM.
We don't know the description of your computer's graphics device (integrated or dedicated card), so that's going to have a bearing on how much RAM is shared with it.
The amount of shared RAM will vary, depending on how much physical RAM there is.
What you see and what you posted is normal.
