How do I stop scandisk on startup?

My OS is Windows ME. My system has two hard drives:
Primary: C:\ 20 gigs. Secondary or slave: D:\ 6 Gigs.
When I shutdowwn I use the start button and "Shutdown"
The "Safe to turn off Computer" message appears and the computer shuts down properly.
The problem appears when I restart the computer.
A "Scandisk window pops up stating that because the compputer was not shut down properly the "D" drive must be scanned.
I have let the "D" drive go throug the complete scan. I still get the Scandisk window the next time I restart the Computer.
What can I do to eliminate this error mesage?

There is an old Windows folder, however, the folder name has been changed to "OLD WINDOWS". Could this be the problem?
