In webpage view some icons don't show in 98

They are running windows 98. When they go into control panel, which is set to view as webpage, the icon directly above the words 'Control Panel' on that blue image doesn't load. It gets a broken image square. Also, when loading Control Panel the right hand pane hangs for a second or two with one of the 'image is loading here' placeholders.

Can anyone tell me how to either fix it or remove it. Just not using the webpage view is not an answer, these people are anal and like their pretty pictures.

They do have theme support and I have tried changing themes but it didn't help. There was also a problem IE6, I uninstalled it and the problem in Control Panel became worse, Control Panel would show no icons on the right, just the image placeholder icon. Reinstalled IE6 and the Control panel shows again but it hesitates at that placeholder.

If anyone has any suggestions I'd love to hear them.

UPDATE: In my computer I am now getting Internet Explorer Script errors.
