I have changed the thermal paste twice and it still goes to 74 and then shuts down after about one hour.

CPU fan? Poor case ventilation? High ambient temps?

Could also be a fault temp sensor or just a failing cpu.

So what would be a first-place to start or a way to diagnose which parts are faulty?

Also I have one side of the computer open right now I need to order another side panel oh, so I don't think the ventilation of the case itself would be the problem. In the pictures I posted it shows what my fan is doing. I apologize I am new to all this
Considering what the monitor looks like, I'm guessing the inside of the case and its hardware looks the same.
That may be part of the reason for the overheating issue.

What CPU cooler do you have?, did you clean the dust out of the fins when you repasted? If it a push pin type one or more of your push pins may be bad. Put a small fan blowing into the case for now since yo have the panel off. The panel off messes with the proper air flow in the case. Normally it is air in the front with a front fan and out the back with a back fan. According to your pictures you don't have any other fans hooked up unless they are coming off the PSU instead of the mother board.
