i have ICQ 2003a and a cable internet connection, and whenever i try to send and recieve files from a user who has the same version of ICQ and has high-speed phone line internet, it "can't establish a peer-to-peer connection". any ideas why this might be. im fairly certain that it has nothing to do with my ICQ firewall/security setting because i've looked over those again and again, and everything seems to be fine. the4 same things also apply to his side of the connection. he cant send/ or recieve from me, but can from others, and his ICQ settings look to be correct.

any info on the subject would be greatly appreciated.
