an icon named "~" pops up on my desktop every day. I have deleted it many times but it always comes back. I think it is caused by 2003 Norton Anti-Virus but I am not sure. I think I remember reading somewhere about a fix for the problem when I didn't have it. Now I have the problem on three computers and I need to know how to fix it.

Instead of deleting it, can you right-click on it and select "properties"? That might give some insight as to what it is, where it is located, etc.

Its actually due to outlook express and what you can do is check for updates .

this gets created everytime a new contact is added to outlook express I dont knoow if bug has been corrected but its safe to delete.

Instead of deleting it, you may want to rename it something like "backup.wab". It is a backup to your address book and can be saved in My Documents or elsewhere in case you ever need it.
