Ibsetup.dll Error

Ok i disabled some things in my msconfig and now after a few minutes using IE I GET ibSETUP.DLL caused an error. What can i do to fix this it also stops it from being able to surf after a few minutes on the net. then it says that and whole computer crashes. PLEASE HELP. Im using windows ME.
