Please create a new "Local Administrator" account (without MS account) by following bellow link:This has caused me to try to fix the issue myself by remanimg the file and a couple registry items, but there are still user profile issues.
Try to reproduce your problem with the new account, see if things work well in new account.
I'm not sure about the rest of your post, but usually when windows update break something you want to reinstall the broken program or driver.
For streaming you want to make sure appropriate firewall outbound or inbound ports are open if needed.
Simply test by disabling firewall.
