How to keep taskbar displayed while YouTube in full screen

Hello Tech guys.
Several times happened when
Usually, when click full screen icon to display YouTube, it displays the full screen of the laptop, desktop, but happened several time when click the full screen, it keep the taskbar displayed and the tool up in the upper section of the browser,
I found this a very workable solution when following online courses, so can watch and click stop then type code in the IDE or whatever else, then back to play the video again,
Unfortunately, this option to keep the taskbar and toolbar displayed is just happen randomly, I tried to find out how to control this manually, display or hider taskbar on demand, I could not find where to click or how to do,,
I searched many times as well, but could not find a solution for this,
Anyone of you here Tech guys have the solution and would be highly appreciated if you can share it ?

YouTube, google and most of other services online designed to run and display typically regardless what brand, browsers or spec, there are dozens of computers/laptops connected to the internet and display You tube typically the same or very minimal differences,
Also, if you are mindful to what I wrote above you will notice that I mentioned: the display feature someone work (randomly) sometimes not,, so what is the reason caused the feature to be working randomly?? Are you mindful to this point????
I am 100% sure this feature is not related to any specs machine, browser or whatsoever,
BUT seems you have no idea about the solution,
I searched tons of times on google, Quora, you tube and check many videos, etc.. I applied all steps said there, but doesn't work and could not find a practical solution otherwise won't come to post a question here,

IF you do not have a clear and practical solution. please IGNORE this and do not waste your precise time,

While the TSG Tool is not a necessity, you haven't provided any other pertinent information, like what version of Windows you are using, what browsers are you using, or any types that you have tried.

It seems that you are referring to two elements, the windows taskbar that is on the bottom, and the menu/tab bar on the top of the browser.

Please confirm the Windows version and your preferred browser so we can look into it further.

Let me share the following items:

1) OS: Windows 11 Pro
2) Device: Laptop Dell '14
3) Browser: Chrome

The confusing issue is that this feature (display taskbar) sometimes happen randomly, and sometimes not,
Additionally, when when the taskbar displayed, the tool bars (upper browser) also displayed, this is an automatic feature not my optional,
For what I searched, all questions posted by users are asking how to hide the taskbar, and most of the answers are typically the same,, and I could not find an option to reverse the steps, most answers telling to go the the task manager > windows explorer > restart, and the taskbar will disappear while full screen, that's it,
The confusion point here: why this feature happens randomly when I run a full screen video, I still can see taskbar and upper browser section (toolbar), and some other videos just display as full screen without any other displayed items,

Why this feature is not available in some sort of settings, so the users can select whether to display or hide taskbar on their demand and needs, why this happening as a random feature?
I do not have a preference answer whatsoever, I just asking to find a solution for an issue, and this solution will be applicable and useful for all users,

I found some solutions but they were from 2023 so might not apply to the latest version of Win 11.

Have a read through this

Note: I don't run Windows 11 so I don't have the problem.

Actually, I found similar posts few months ago explaining the same steps and when I checked the taskbar settings as explained, I found the option: [Automatically hide taskbar](1) is unticked already,
Additionally, under this setting section there is an option called: [show my taskbar on all displays](2)
this option also unticked and inactive by default,
I tried to find out how to tick this option but still inactive can't make active unfortunately,
I will attach a screenshot for a better explanation of the issue, and my OS is auto updated frequently, so there is nothing missed out from recent updates of Windows11 Pro.
