F11 does actually work to maximize most programs and windows in Windows 10. I assume you actually meant the Edge browser where it doesn't work and the Windows key plus the Up arrow takes it's place, which also works for other programs as well to maximized them.

My f11 button mutes/un-mutes the sound on my laptop. I have Toshiba laptop...My keyboard looks similar to this one, except that mine's in English:

Also, I don't need to maximize the window, but to go fullscreen. There's a specific editing app I'm using online. It's much easier to work with it when it's in fullscreen.

I cannot find F11 function in that link at all... :unsure:

Try FN key + F11 to get full screen then
It looks like you have FN key toggled to on
on many laptops the Fkeys have a dual purpose and FN or function lock key/button toggles between the windows functions and hardware functions

On my computer I have to have function lock ON and then use CTRL + F11 for full screen
