Your post is too vague.

Are you trying to regain additional hard drive space or increase the amount of system resources?

What version of Windows are you using and how much RAM is installed?

What operating system? Post your startup programs via, start, run, type msinfo32 and hit ok, go to the hardware tab, IRQs, edit, select all, edit, copy and come back and paste.

As to freeing up hard drive space, uninstall some programs that you no longer use.

Assuming you have Win9x and want to free up conventional memory (as the title of the post states), you could try adding the following lines to the config.sys file:

Device=c:\windows\himem.sys
Device=c:\windows\emm386.exe /noems
Dos=high,umb

Also make sure you don't have any unnecessary 16-bit drivers (like CD ROM drivers) loading in the config.sys or autoexec.bat files. Typically Win9x doesn't need them.

Mob:

There are several ways for regaining hard drive space. Click the link below and read the article, Throwing Out The Trash.

Click Start - Run, type in SYSEDIT, then click OK. Copy-and-paste the entire contents of the CONFIG.SYS and AUTOEXEC.BAT files here.

Double-click My Computer, right-click the hard drive( C: ) icon, then click Properties. What size is the hard drive, how much used space is there, and how much free space is there?

In #4, he states he's trying to do both.

I figured that by having him post the CONFIG.SYS file, it would assist you in determining if he needs to add those 3 commands - or already has them.
