How do open apps remain even after phone's turned off and on again?

If an app isn't closed before a phone is powered off, the app will still be running after the phone is powered back on again.

How is that possible?

...then there will be those processes but the 'app' itself is not opened.
This discussion is exclusively about open apps, not processes or services.
I would assume this would be the case for Androids...
It absolutely isn't. I've tried with multiple Samsung phones.
I would suggest contacted the phone vendor to confirm what your phone will do in a complete off state and when the phone is back on.
Since multiple Samsung phones keep running apps even after fully powering off and then on again (or restarting), I'm not sure what's there to contact the vendor about, since it's oviously a universal thing.

This is what my iPhone looks like if I don’t close them out (swipe up). When I do a full shut down without closing them first, then they will be closed when I power on. I do not see them open like I do now.

are you saying Androids does not close them, and that theywill show up as an opened app?

Correct. Just tap the "Recents" button on the navigation bar after powering on the phone and they will all show up.

Well I feel dumb now. I just tested it and while on my power screen it shows that FindMy is still on when powered off… and that when I powered back in my apps are still open. That must be new.

I doubt all apps are left running when there is no need to. I bet only a small number of critical apps are left running. Besides doing this reduces the power needed during shutdown.

All they need to do is save the states for non-critical apps in a hibernation file. Then when the phone is turned back on the states for these apps are restored. When you opened the screen the apps would appear to look the same as when you powered the phone off.

How do know for sure that is not what is really happening?
I set an alarm
Power off the phone by pressing the side button
then the power off button
then the power off button again
at the time set the phone starts and the alarm starts
Phone must have power for this to work.
I bet only a small number of critical apps are left running
which means it has power.
