HELP - Spinning CD can't stop it! (ttt)

Help - A CD I just created on my Windows 98 machine just spins on my Windows XP machine and I can't see it or stop it. I reboot and the CD just starts spinning again. I can (with a paperclip) open the CD carriage, but it keeps spinning.

8 other CDs that I made this way using Easy CD Creator 4 work just fine. I'm archiving my digital photos on CD and transfering them to my new XP Dell. I created another CD with the same photos as the "bad" CD and it does the same thing. Even though the "bad" CDs just spin on my XP machine, they still work just fine in my '98 machine.

Any help or suggestions you have would be greatly appreciated.

This appears to have something to do with the CD not being finalized. This step was being skipped somehow in Easy CD Creator 4 on my Windows '98 machine and when I tried to use the disk in my XP machine it would just spin with no way to stop it.
