Ok here how it is,
when I want to restart or turn off my PC it would not do it
thats how I do it
Restart:
Start->Turn Off Computer->Restart (No Effect)
Turn Off:
Start->Turn Off Computer->Turn Off
Also I think you should know this ..it is Windows Media Center

(I know maybe it looks stupid by how I described it but I wanted to be as descriptive as possible) Thx guys alot

sometimes a program can get stuck and hold up the restarting process. My old version of Winamp does it.

Try closing your programs manually 1 at a time between pressing Restart. It will help if you can pinpoint if it's a specific program holding it up.

Make sure your not opening too many programs.
