"Help and Support" from the start menu or F1 simply does not come up

I have tried number 235 from: http://www.kellys-korner-xp.com/xp_tweaks.htm the only change being that now there is an error message: Windows cannot find ‘helpctr.exe .
However, the file helpctr.exe can be found in C:\Windows\pchealth\helpctr\binaries.

Checking “Services and Applications” > Services > "Help and Support" is on ‘Automatic’ and “Started’

But ‘Help and Support’ will not work

If you click Start>>Run type helpctr.exe click OK......what happens

In any case this is the message I'm getting:
