Plug it into a computer, can the computer read the drive?

What os do you have on your computer?
im on windows vista and yes the computer recognizes it when i plug it in and it says its fat32 format
External harddrives are recognized differently than USB flash drives by Windows.

I'm not sure what operating system the PS3 runs on or if this same functionality exists in it, but that may have something to do with it.

Try a USB flash drive instead, you can get them very cheap nowadays. Even at retail stores.
i have an external hdd already its a 1 tb hdd that my ps3 has no problems recognizing but ps3 only recognizes fat32 format thats why im asking for help the hdd im trying to use now came out of a laptop that ran an operating system and i want to use it for my ps3 im thinking im formatting it wrong so looking for suggestions
Connect it to a working computer and Windows should detect it.

Assuming it does, right-click the drive under "Computer" and choose Format.

From there you can choose FAT32.
im sorry but you dont understand fat32 is named that for a reason it is only ment for 32 gigs that's it

No, that is incorrect. FAT32 is named such because cluster values are represented as 32-bit numbers.

The maximum size of a FAT32 drive varies, but is generally 2TB.

If you would like to read more about it you can do so here and here.
well for some reason when windows formats for fat32 it will only format 32 gigs
Try using 3rd party software like FAT32 Format.
