Games are not running like they used too.

I built a pc sometime last year and everything was fine until about a couple months ago. One day it wouldn't turn on and I realized that it was probably because the CPU wasn't working, I opened it all up and cleaned everything and all the dust, and that made it turn on. But not even though it turns on my games are not working properly, they all turn on but the frame rates are so bad and some just don't hardly even work. And now I wanted to try reinstalling my windows but no matter which way I try to do that it doesn't work. In the settings it stops and reverts back to how it was before I started the installation. And with an ISO my monitor shuts off either when trying to go to safe mode or just trying to clean install. I tried using a tv in case it was my monitor but that didn't work either. Any suggestions would help I'm not the best at the tech side of PCs.

Sounds like overheating to me. Get GPU-z to have a look at the GPU temps and CoreTemp to check the CPU. If you're seeing high temperatures, that's most likely the cause of your troubles. If you built the PC yourself, you should be confident enough to replace the thermal paste between the CPU and the cooler. It may be a little tricky with certain cooler/motherboard combinations, so look up a guide on YouTube. GPU paste replacement is more complicated and often doesn't work, but performed with care, is certainly doable by a novice armed with YouTube. Anyway, check the temps and let us know. And post your PC's specs.
