Free photo edit program to crop and rotate

Hello to everybody;

I have Windows 10 Home on my laptop. I used Windows's Photo app in the past for editing purposes. However, the app became very sluggish and it takes a long time to launch and use.
So, I tried several free programs I downloaded. Irfanview is great. But, I can not crop and rotate pictures permanently. (I don't see the options.) Some of my IPhone vacation pictures need to be rotated. Some other apps rotate individual pictures when I view them on the screen. I would like to rotate them not temporarily but permanently. (After I am satisfied with all the pictures I save them in individual folders and subfolders and copy them on my external hard drive.)

Could somebody recommend a solid free program for my purpose? The only editing I do (need) is crop and/or rotate.

Just another vote for Irfanview.
Rotate .... Image > Rotate CW or CCW
Draw the Crop then ... Edit > Crop (there's a couple choices)

When you rotated/cropped the pic did you save the changes?
I also highly recommend IrfanView 4.60.
AFTER you install it, make sure to install its plug-in package.

I don’t recall saving photos after cropping/ rotating! It is possible I assumed ‘Photos’ app would save them after editing.
I didn’t realize Irfanview offered both resizing an rotating. I will test again.

Never mind Flavallee, your recommendation is exactly what I tried before my thread. I understand now the program offers what exactly I need. Thanks for your time.
I use IrfanView after obtaining photos and images that I want to keep.
It allows me to crop and rotate and resize them before saving them.

To rotate and crop images permanently, you may need to use a more advanced photo editing program
Sorry but I don't agree with that. I've used the free program IrfanView and I can both crop and rotate and get it to stick permananetly. If I select save, it will aks me if I want to replace the "original". I can also select Save as, in which case I have both the original and my "new" cropped and rotated image.

I agree with @plodr about irfanview. You can do all those things and more with Irfanview
I know you have an answer in IrfanView .
You could also use paint - built in to windows.

Paint will do the job... no download needed :D
