Are you sure you are able to receive them properly? 
To my knowledge, Foxmail is POP3 mail client and that is why it is asking for SMTP server to send mails.
On the contrary, hotmail is not POP3 but web-mail account. Special functionality has been added into Outlook Express to access hotmail accounts thru it. No other mail client, so far to my knowledge, can access hotmail accounts.

Ok. Just saw the screen shot. Put localhost as SMTP server and try. It should work fine.

Have you tried thru Foxmail's help files?
