Formatting a blank CD-RW

I tried to drag and drop some saved documents from my hard drive to a store bought CD-RW, but I keep getting a message that says "E:/ is not accessible". Is there a way to format a blank CD-RW without using InCD?

I think you will need some sort of dla app to use the disk for dragging and dropping and formatting. I use hp dla. You can get it on the hp site.
