I tried to drag and drop some saved documents from my hard drive to a store bought CD-RW, but I keep getting a message that says "E:/ is not accessible". Is there a way to format a blank CD-RW without using InCD?

find the cd in My Computer. With the cdrw disc in the drive, right click the drive and select format. This will make the disc usable for packet writing which is what drag and drop is. It should also be possible to open incd and format your disc from there.

After re-reading your post, Windows XP sp1 and 2 have a packet writing app. This should allow you to format the disc doing the same as I detailed in my previous rply. put the disc n the cdrw drive. Open my computer, right click the cdrw drive icon, and select format.
