It looks like a video driver problem or similar driver problem.
Try this quick repair.
Restart your computer. As it boots up start tapping F8 to bring up the start up choices. Choose command prompt. That will bring your computer up to a DOS screen. You'll have just C:\ plus a flashing cursor. You will not have the use of your mouse so just use the keyboard. Type in "scanreg" and hit enter. After a brief scan it will ask if you want to backup your registry. Hit enter for yes. You will end up back at command prompt (C:\) type in "scanreg/fix" Let it run till it's done. It will take a few minutes. Once it's done hit Ctrl+Alt+delete twice to restart your PC.

For more help with the problem can you give use your system info? Manufacter & model number, video card make (if you have one).
Do you have a Windows 98 disc? Any other discs from manufacter? Resource discs from Compaq, HP, Dell etc.?
You'll want to check your hardware drivers for updates. Check video drivers first.
