When you opened the Command Line, did you choose Run as administrator?

 

I didn't. I accessed cmd by doing dto the folder I wanted to execute the command on and typed cmd in the file path. So perhaps it is not running as administrator? HOwever, I'm not sure how to execute the command in the destination of the folder if I access cmd by right clicking and running as administrator. Can you advise?

 

The first thing you should do is run Command Line as administrator. Once that's done, follow the instructions at Sub-heading 3 on the page below (presupposing you've covered the prerequisites already). If you haven't, please do that before trying to run the command again.

Well, now I ran into another error. See screen shot.

First it was telling me that there was an update to python, so I ran it. It uninstalled the previous version then reinstalled. Now when I run it, I get this. I'm not sure the next steps to take.

 

I think the problem may lie with the Python update. I think it's too new, so could you try reverting to the original iteration you had installed?

 

Ive attempting going to an older version of Python, but I am unable to remove the more recent version of Python through add or remove programs. Screenshot attached. Not sure how I can remove this.
