Thank you for moving this to the correct forum. I have a Asus PRIME Z370-P II (Version Rev X.0x).The bios is the best way [IMO] to control fans. Post the exact motherboard you are running ie asus xxx123 or whatever.
According to my HWMonitor it's the CPU fan running around 3k RPM.First find out which fan is running fast or making noise. You can use monitoring software OR simply enter the bios and see what each fan is showing for RPM. Next page 3-7 of your online manual shows how to config the fans;

All of my fans are set to standard in those settings but as stated in the first post by me, changing the setting for the fans doesn't seem to work and I can't manually change it very much.Then you check the setting in the bios. OR you can run qfan in the bios and it will set speeds for all of your fans.
What is the current setting for the cpu fan ie performance, silent, auto, what?
Why not simply clear cmos or as asus calls it RTC? This puts the bios back to defaults. Another option is to load defaults in the bios.I accidentally changed something to do with my fans in the BIOS settings
