Well this problem has been happening for a while now.

When I check my speed (with speakeasy, LA) I normally get about 1.3mb (Yahoo DSL).
I am under a router.
The router is a wireless linksys.
Under the router there are 4 computers, 3 of which are connected via Wireless, mine is connected with a CAT5.
One of the three (wireless) computers is normally downloading at the constant rate of ~45kb/s.
This problem has been happening on and off since October of 2006.

The problem is that when I use the internet with anything, including simple browsing, the speed plummets down to around 20kb/s or lower. The rate at which it goes down varies depending on what I do (this is an assumption, but for example, if I were to play an online game then it would slow down faster than browsing the net). Afterwards, if I leave my internet alone for like ~20 minutes then the speed reverts back to normal. I don't think the problem is the downloading as I have tried to pause it and the internet still slowed down. This change in internet speed does not effect the download speed. The download is http not torrent.

Well I think that's just about all the info that I can think of... I hope you guys can help me out with this problem.

What is the other "constant rate" download? If you're running P2P on any computer attached to the network, it will frequently kill throughput for everyone, even stop things totally. P2P program bring most SOHO routers to their knees because they get overwhelmed with the many concurrent connections.
