I'm changing from my present external hard drive to a new one. Do I need to uninstall the old one first? Also, I don't want to transfer the old one to the new one.(make a fresh start) What's the best way to make the transition?

You don't need to uninstall the old drive, you can use both external drives at the same time or one at a time. You don't need to transfer anything either, the new drive will simply start off empty.
