With Excel closed, do a find on your hard drive for the folder called XLSTART. If there are any files in there, delete or remove them. Then try Excel again.
If it still errors, hit Tools-Option and go to the General tab and remove any directory that resides in the Alternate startup directory. Close and relaunch Excel.
