Eth dongle won't retain network type

Hello
New laptop requires a USB2-eth adapter. It seems every time the PC is restarted or the dongle is removed the network type is reset from Private (where I set it with powershell) to Public.

In between resets or dongle removal all's well I can connect to/from the laptop via ethernet.

Is this endemic to usb2-eth adapters, or just the one that came with the laptop, or is there a setting that will cause W11 Pro to keep the dongle adapter network set to Private?

Conditions:
Asus Zenbook 13 Intel I7 11th gen
W11 pro
Asus labeled dongle

PS: Not trying to reach the net. Only want to connect by ethernet to another PC.
