The boot partition is MBR and the target system is BIOS. Maybe the USB is corrupted or something, I don't know. The USB format thing is NTFS. It isn't large enough for the Windows 8.1 installation ISO, EVEN THOUGH IT'S LITERALLY A 14 GIGABYTE USB! (The ISO is about 4 gigs)

Rufus should use the drive letter that is allocated from windows when the usb is connected and you open rufus

However for windows 8.1 the eay way is to make the usb from the microsoft tool

As an aside why would you want winjdows 8.1 unless it is to create a usb for repair purposes as it is a dead OS

Use the dd method in Rufus. Your USB was previously used to make a smaller image so Rufus sees that size only.
@Macboatmaster and @lunarlander have both provided some great advice. If Rufus isn't playing nice, using the Microsoft tool to create the bootable USB is a viable alternative.
Also, using the 'dd' method in Rufus, as lunarlander suggested, could help. 'dd' mode ignores the previous size of the USB and overwrites everything, which may solve your problem.

Pretty sure the USB needs to be FAT32 for Rufus to see it? Or has it been updated since? Also, you may need to use the CSM Option and not UEFI for the Boot since you are using MBR.
