Email flyers with registration

Hey, I'm trying to find a way to send a flyer via email with a few links which open different registration forms withing the actual email.

What is the best way for me to go about this?

I send registration forms via email as a pdf attachment. The person downloads the attachment, fills in the correct information and either emails the filled in form or snail mails the filled in form depending on how adept the person is at working with pdf files.

Be aware that depending on the email the person uses, not all allow "hot links" so clicking won't always work.
