Download speeds are determined by a lot of things...net congestion, speed of the server you're downloading from, how busy that server is and, on a cable connection, how many people who are sharing your particular cable are online and also downloading files/cruising the net/receiving and sending email, etc.
A good download manager that is spyware free...or was last time I checked...is Fresh Download.
Download managers offer the option of making several simultaneously connections, all receiving data so the data comes in faster. Be aware that some servers will not accept simultaneously connections and on those servers, you'll have to download the old fashioned way...one connection at a time.
