Downloaded Driver: USB Ports no longer work

I downloaded a driver for USB 3.0 ports because they never worked. I was/am pretty sure they are just not correctly connected but decided to try a driver before opening up the case.
That caused a much bigger problem.
Now not a single one of my USB ports seems to work anymore and I cant use my mouse or keyboard to delete the driver. They work in the BIOS Setup but the moment Windows starts, they shut down.

My first idea was to just reinstall Windows but I found another problem. My monitor now only works when Windows has booted and not in the BIOS Setup. Tried several other monitors but it was still the same.
So now I am stuck in a position where I cant uninstall the driver because my mouse and keyboard dont work but also cant reinstall Windows because my monitor doesnt work in BIOS.

I am using Windows 7 Home 64-bit.
Motherboard: Gigabyte GA-H97-D3H Intel

Does anyone know how to solve this problem?
Would appreciate some help as I cant find a way to solve it myself.

If your computer is a factory-brand one, advise us what brand name and model name and model number it is.
If your computer is a self-built one, advise us what the brand name and model number of its motherboard is.

Is it running Windows 7 Home Premium or Home Basic?
Is it running the 32-bit or 64-bit version?

This is not a virus/malware issue, so I requested your thread be moved to the "Windows 7" section.

What Kind of normal Driver shuts down all USB ports and disables the monitor for BIOS? Thats why I put it in the malware section. But I will change it, if you think it belongs in the Windows 7 section.

Does your PC have PS/2 ports for keyboard & mouse? If so, get a PS/2 keyboard and mouse.

It has a single color-coded PS/2 port which should be able to be used by either a PS/2 keyboard or PS/2 mouse.

After a clean install of Windows 7 Home Premium SP1 64-bit is done, the Intel INF chipset and the Intel USB 3.0 driver should be installed.
Make sure to restart your computer after installing each one.
This allows the Windows operating system to properly detect and configuration your computer's devices.

Already tried it myself, but the PC doesnt receive an input signal. Seems like the driver disabled the PS/2 port as well.

Do you have a spare hard drive? If so, remove the installed one, and use the spare HD to re-install Windows.

You could disconnect the hard drive and try to get into the bios and make sure under "USB support" Full Initial is enabled,
PS2 Devices Support , Enabled
