Temporary Internet files: is Microsoft's name for Internet Explorer's 'Internet Cache' (a place in your computer where the data is stored).

Temp files/folder: Windows and some other programs use these folders kinda like scratch paper. When you install a program, all the files being installed are usually extracted to a temp folder and the temp folder just loads up with all the temporary files that missed being deleted after the action was completed. Also, Windows uses the Temp folders for other things, like mini-dump files when you get a system error and things like that.

Temporary Internet Files can safely be deleted :)

As far as the Temp files go, you can delete them. You can let them stay in the Recycle Bin for a few days just to be sure that everything still works fine and that none of the files are currently in use.

You should be fine though
