DHCP server not working

I have win2003 server and my dhcp server quit giving IP's when a lease runs out. I have tried to reboot the serever and I have tried to start and stop the DHCP service to no avial. Now I have had to go to all the machines in our office and give them static IP's. Does anybody know how to fix this?

Any error messages in Event Viewer on the Server or Clients.

No Errors in the system log but I do get this error in the application log "The Group Policy client-side extension Security failed to log RSOP (Resultant Set of Policy) data. Please look for any errors reported earlier by that extension."
