dhcp and static roots issue on belkin router

Greetings all. So, I was having some issues with my router. I host an ftp server off my computer so my friends and such can download files from my computer without me having to purchase a server, and so I need to forward ports. It worked perfectly on the old router, I static rooted by MAC address and forwarded it. But that router, a netgear, sucked. It would always die and need reboots. So we got a router upgrade. We moved to a belkin AC1200 dual band gigabit router, model number "F9K1113 v5," and this kind of thing hasn't been so easy to set up. I recently figured out that in order to apply a static root, I would click on the little "^" labeled image above the name and be able to assign it's iP address. But that didn't stick. But now, I'm having an even worse problem. My computer isn't showing up in the devices list! My computer gets perfectly fine internet, I'm on it right now, ipconfig prints out that I have 192.168.2.7. That isn't gonna stay, I'll reboot and it'll change to 2.4 or something of the sort, so I want a static root.
First, I need to figure out why my computer isn't showing up in the devices list. Then, once I get it back in the list, I need to get a static root to stick at 2.123. Then I can forward from there. Any help appreciated!

You can use Windows to make a static ip. Control Panel > Network & Sharing Center > Change Adapter settings . Right click on the network adapter, choose Properties. You should be able to set a static ip there.

only issue with that is, I travel with this laptop sometimes, such as school. And at school, the static IP trick doesn't work, it just breaks internet compatibility. I want to do this within the router.
Can't help you any further, they don't have a Real user manual for download. The one that they call user manual is just a brief guide.
