You don't need to manually copy things like cursors and wallpaper around if you have themes support installed.
To check go to the control panel and see if there is a Desktop Themes icon present. If it is click on it and up will come a window which allows you to see what effects a new theme will have on your Pc overall. You would enable a new theme from here.
If you haven't got theme support installed add it from add/remove programs - windows components in control panel.
To install your new theme you should just have to copy it across from where it is now into the C:\program files\Plus!\themes folder. It will then become visible in the desktop themes window from control panel.
